Who's Speaking?

With over 24 years local government experience Jack Hegarty heads up Wychavon District Council in Worcestershire as Managing Director. The Council was awarded first place in ‘The Times Best Councils to Work for’ Award 2008 and Jack was proud to receive ‘TheTimes’ Best Leader award in both 2007 and 2008.

Penny qualified as a CIPFA accountant whilst working in Kent County Council. Following a range of roles in both County Councils and District Councils Penny joined CIPFA in 1998 initially running finance networks for Social Care, Education and Environmental Services. She is currently a key member of the CIPFA training services team.

Anna Turley is Deputy Director at New Local Government Network responsible for the strategic direction and profile of the organisation.
